Whether the defect is structure-related, building envelope (weathertightness), or any of the myriad other things that can go wrong with a building, the methodical approach to defect analysis should be the same:
Desktop review of the property to understand the construction method (property file, as-built drawings, manufacturer's product literature).
Visual site survey to view the symptoms of the defect and identify potential causes.
If required, intrusive opening-up works and/or destructive testing to zero-in on the cause.
